Lay the Way Program Commences in Ipswich Supporting Youth at Risk Aged 15–24

Ipswich, QLD – February 2026

A new pre-employment initiative supporting youth at risk aged 15 to 24 years has officially commenced in Ipswich with the launch of the Lay the Way: Not Just Bricks. Foundations for Life program.

Developed by Australian Brick and Block Training Foundation (ABBTF), Lay the Way is a practical, industry-led program designed to create supported entry points into bricklaying, blocklaying and the wider construction sector for young people who face barriers to education and employment.

The first Ipswich cohort includes young people with lived experience of disengagement from school and work, including some who have had contact with the youth justice system. Participants are undertaking hands on training, work readiness activities, employer site visits and tailored wrap-around support to help them build confidence, routine and job-ready skills.

Delivered in collaboration with community partners, training providers and local employers, Lay the Way responds to the real challenges many young people aged 15–24 face; such as social anxiety, transport barriers, lack of photo identification and limited exposure to industry pathways.

“This program is about giving young people a fair start,” said Carly Buckland, Regional Manager – QLD / Northern NSW at ABBTF. “For many participants, this is their first positive connection to the construction industry. By combining practical skills with strong support, we’re helping them see a future where employment and training are genuinely achievable.”

Participants are supported to transition into paid work trials, apprenticeships or further training on completion of the program, with a strong emphasis on sustained engagement rather than short term outcomes.

The Ipswich program delivery marks the first rollout of Lay the Way, with further programs planned across Queensland in response to strong interest from industry and community stakeholders.

Lay the Way is proudly funded by the Queensland Government through the Growing Workforce Participation Fund, supporting inclusive workforce participation and pathways into priority industries.
